Lippes Mathias Partner Anoush Koroghlian-Scott Appointed to NYS Judicial Task Force on Mental Illness

Anoush Koroghlian-Scott, a partner in Lippes Mathias LLP's Albany office and member of the firm's health law practice team, has been approved by the chief judge and chief administrative judge to serve as the appointed designee representing the New York State Conference of Local Mental Hygiene Directors on the New York State Judicial Task Force on Mental Illness. 

The task force is an advisory body established approximately two and a half years ago under the Unified Court System and is co-chaired by Hon. Cheryl Roberts and Hon. Matthew J. D'Emic. Its membership includes judges, attorneys, and agency staff representing stakeholders from across New York state and New York City. The task force's mission is to ensure individuals with mental illness and related conditions are treated fairly and compassionately across criminal, civil, and family courts by developing best practices and policy recommendations, expanding access to diversion programs, enhancing judicial and community education on mental illness, and advancing trauma-informed approaches in court proceedings. 

The New York State Conference of Local Mental Hygiene Directors is composed of directors responsible for overseeing mental hygiene services, including those for mental illness, substance use disorder, and intellectual and developmental disabilities, provided at the county level throughout the state. Koroghlian-Scott's appointment gives the conference a formal role in the task force's ongoing discussions and decision-making. 

The task force also works to deflect and redirect individuals before court involvement, reduce recidivism, and promote collaboration between the judiciary and partners within and outside of government, with the goal of improving public safety and advancing dignity for all New Yorkers. 

About Anoush Koroghlian-Scott 

Anoush Koroghlian-Scott is a partner in the firm's health law practice team and brings nearly 30 years of experience in health law, having practiced in private practice and in-house at various hospitals in the Capital Region. As a member of the senior leadership team at a large community hospital, and in prior roles as risk management director and compliance officer at other regional facilities, Koroghlian-Scott has a broad understanding of health care operations and the daily challenges of delivering high-quality health care services in a cost-effective manner. Her clients include hospitals, physician practice groups, mental health providers, billing companies, and individual practitioners. 

Koroghlian-Scott serves as a strategic business partner on a wide range of transactional and operational matters. She assists clients in establishing and implementing corporate compliance programs and developing policies that balance corporate and employee interests. She also represents clients in OIG and other governmental audits and prepares plans of correction and compliance training. 

Koroghlian-Scott prepares governing documents, trains executives and governing boards on oversight and fiduciary duties, and advises on matters consistent with tax-exempt status and not-for-profit corporation laws. She has established captive arrangements and prepared contracts and other documents necessary for medical and clinical practice acquisitions and business management services, navigating corporate practice of medicine and excess benefit transaction prohibitions. 

She advises clients on all aspects of medical staff bylaws, prepares medical staff policies, and has represented independent practitioners before licensing agencies in professional misconduct matters. Operationally, she provides counsel on patient care matters including informed consent, privacy and confidentiality, end-of-life decision-making, involuntary admission, retention and treatment over objection, guardianship, advance directives, and related ethical considerations.
