Gregory T. Measer, a partner and member of Lippes Mathias’ health care practice team, will speak at the New York State Bar Association’s Health Law Section Fall Meeting 2026, to be held Oct. 21 at the New York State Bar Association’s headquarters in Albany, New York. 

Measer will present “When Software Becomes Medicine: The Evolving FDA Framework for AI and Apps” from 10:05 to 11:05 a.m. The presentation will examine the FDA’s regulatory framework for AI-enabled tools and software as a medical device, including key legal considerations and compliance challenges. 

About Gregory T. Measer 

Gregory T. Measer focuses his practice on providing corporate and regulatory counsel to health care providers, including health systems, hospitals, medical groups, diagnostic laboratories, and individual practitioners. Measer regularly assists in the formation and organization of unique health care arrangements, including advising on national telehealth networks, medical spas, and the corporate practice of medicine. Measer also has experience assisting hospitals with managed care contracting and reimbursement, advising healthcare professionals in response to state and federal investigations, and facilitating healthcare transactions. 

Additionally, Measer has extensive experience assisting clients with health care technology and life sciences matters and FDA regulatory compliance, including medical product research and development, manufacturing, distribution, inspections, audits, food labeling, and import/export issues. 

Prior to joining Lippes Mathias, Measer was a regulatory counsel with the U.S. Food and Drug Administration, where he worked on public health law and policy issues related to the development and availability of investigational medical products.
