Lippes Mathias LLP is pleased to have added Timothy K. “Chip” Shaw as counsel to its environment & energy practice team in Washington, D.C. Shaw joins the firm following more than eight years of active service in the United States Air Force Judge Advocate General's Corps, most recently as a senior environmental attorney. 

Shaw's practice focuses on regulatory, permitting, and compliance matters under federal and state environmental laws, including the National Environmental Policy Act (NEPA), Endangered Species Act, National Historic Preservation Act, the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Resource Conservation and Recovery Act, and Clean Water Act. His work also encompasses environmental permitting and compliance for large-scale infrastructure development, including energy generation and transmission projects and transportation projects, as well as protection of cultural and historic resources, emergency incident response, and Enhanced Use Leases. 

As a senior environmental attorney for the U.S. Air Force, Shaw provided environmental counsel to nine military installations affecting 89,000 personnel, including eight Air Force Materiel Command bases — Wright-Patterson, Eglin, Edwards, Tinker, Robins, Hanscom, Hill, and Arnold Air Force Bases — and Air Force Plants 4, 6, 42, and 44. In that capacity, he guided environmental compliance and planning for infrastructure projects, environmental analyses for water and wastewater projects, energy generation, and real estate and land use matters. He has advised on the development of multi-billion-dollar solar, wind, and natural gas electrical generation and transmission projects. 

Shaw's federal practice also placed him at the intersection of environmental compliance and government contracting, where he advised on Defense Production Act Title III investment agreements and Enhanced Use Leases. Earlier in his military career, he served as litigation counsel for Air Force criminal investigations, disciplinary, and civil law matters, and as civil law counsel, where he and his team provided legal assistance to more than 2,300 military members and their families on matters including estate planning, family law, tax, divorce, child support, consumer protection, and landlord/tenant disputes. He also served as lead fiscal, contracts, and ethics attorney during Air Force Materiel Command's participation in the 2024 Oshkosh Air Show. 

Shaw continues to serve as a major in the U.S. Air Force Reserve as a judge advocate at Hanscom Air Force Base in Massachusetts. He holds an LL.M. in energy and environmental law from The George Washington University Law School and a J.D. from the University of Arkansas School of Law. He is a member of the American Bar Association's Section of Environment, Energy, and Resources and the Foundation of Natural Resources and Energy Law, and is a member of the ABA SEER Leadership Development Program Class of 2025. Shaw has been recognized as United States Air Force Field Grade Officer of the Quarter for January through March 2025 and United States Air Force Company Grade Officer of the Year for 2021.
