Jessica Hirsch is a member of the firm’s Environment and Energy Practice Team. She advises private clients on environmental diligence, regulatory compliance, and litigation. A former general counsel, Ms. Hirsch brings a unique combination of in-house leadership experience and a strong background in environmental law, helping clients navigate regulatory uncertainty, manage environmental risk, and advance projects in complex legal settings.


Earlier in her career, Ms. Hirsch practiced in the Environmental and Natural Resources groups at leading California law firms, representing municipalities, local districts, private entities, and tribal clients in complex environmental matters involving the California Environmental Quality Act (CEQA), water rights, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), toxic torts, the Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), and the Clean Water Act (CWA). She also has experience drafting appellate briefs before the Ninth Circuit and the California Courts of Appeal and representing clients in regulatory and permitting proceedings before federal and state agencies, including the California Public Utilities Commission (CPUC) and the Federal Energy Regulatory Commission (FERC).

Ms. Hirsch previously served as General Counsel and Vice President of Operations for a digital media production company, where she advised senior executives and the board of directors on corporate governance, regulatory risk, litigation management, and intellectual property. In that role, she negotiated complex multiparty agreements involving licensing and global distribution rights, guided the company through investment rounds, and addressed legal issues associated with emerging technologies and evolving regulatory frameworks.
